Severe and increasingly regular hurricanes, increased temperatures altering fishing grounds and crop development, drastic shoreline erosion, and the destruction of vulnerable ecosystems. These are all climate change impacts that are already happening on Prince Edward Island (P.E.I.) and will only get worse in the future without immediate climate action.

As a low-lying island province nestled in the Atlantic, P.E.I. is heavily romanticized in pop culture and tourism ads as an idyllic, pastoral province. With a major housing crisis, an underfunded healthcare system, high levels of poverty and food insecurity, and a fragile economy that is very vulnerable to climate change, the reality for most islanders is very different from this romanticized picture.

P.E.I., also known as Epekwitk by the Mi’kmaq, is a largely agricultural province, with almost half of the island used as farmland. Agriculture as a sector is highly susceptible to climate change due to unpredictable weather and rainfall patterns and increasing temperatures. According to Sally Bernard, a certified organic grain farmer on P.E.I., “climate change is just like this concrete umbrella that we’re carrying around. It’s just looming at all times.”

Agriculture on P.E.I., and most of Canada for that matter, is largely industrial and conventional agriculture, which is characterized by the heavy application of pesticides and synthetic fertilizers, intensive irrigation practices, and the use of monocropping, which is the practice of planting a single crop on vast areas of farmland year after year. Farms on P.E.I. are shrinking in number but growing in size, and this consolidation of farmland has been ongoing for decades. The local agricultural sector is dominated by agribusinesses, which are corporations that produce or distribute goods and services related to farming and the farming itself. While P.E.I. has several main crops, these agribusinesses have entrenched the monocropping of potatoes into P.E.I.’s land use patterns with devastating environmental consequences. In recent years, the island has borne witness to a drastic reduction in soil health, a significant loss of crop diversity, and many fish kills (which result when fertilizer or pesticide runoff creates an anoxic event in local waterways, thus destroying an aquatic ecosystem including fish and other organisms). When farmers work under a contract with these agribusinesses, they are generally expected to yield a certain amount of crop. This is not to say that local potato farmers disregard the environment, but rather that they face many external pressures and often work within tight profit margins. There are many local environmental organizations, including watershed groups whose mandates are to help manage and restore a local ecosystem, working with farmers to improve environmental outcomes. According to a representative of a local watershed group who wishes to remain anonymous, “[Farmers] are often very willing to work for [environmental] groups or with groups. They don’t want fish kills. They’re community-minded…. But there’s also a lot on a farmer’s radar.”

While industrial agriculture is the dominant form of agriculture on P.E.I., monocropped agriculture is not economically or environmentally resilient and small shocks can disrupt the sector. This vulnerability is evident in the current potato export crisis on P.E.I., as millions of pounds of potatoes are unable to be shipped to the U.S. due to the discovery of a contagious crop disease on a local farm. Crop diseases are often associated with industrial agriculture through poor soil quality and a lack of crop diversity. Despite high rates of food insecurity on P.E.I., these farmers have been forced to destroy over 136 million kilograms of edible potatoes.

The dominance of industrial agriculture on P.E.I. is being challenged by local agroecological farmers. Agroecology is a social movement, body of knowledge, and agricultural mode developed in concert with the transnational peasants movement La Via Campesina and their mission to empower small farmers, fishers, and Indigenous land protectors globally. This style of farming prioritizes on-farm biodiversity, livable wages for farmers, and respect for the non-human environment.

In short, agroecology is the practice of ecological farming while working within the confines of one’s natural ecosystem, thus promoting resiliency through biodiversity. Agroecology can be thought of as a large umbrella term that many farming methods could fall under, including intercropping (growing multiple crops together to promote soil health), agroforestry (growing crops in cultivated forests to promote carbon capture in soil), planting trees near bodies of water to prevent fertilizer runoff, crop rotation, utilizing cover crops to prevent soil degradation in the winter, rotational grazing of livestock, using organic manures, and many more. Nancy Sanderson is a small-scale farmer who grew up on a conventional farm in Saskatchewan and began farming agroecologically with her partner after moving to P.E.I. She describes agroecology as “trying to work with nature rather [than] fight against it wherever possible.” These farming methods create vibrant agro-ecosystems and provide natural ecosystem services including pollination, pest control, and nutrient cycling.

Agroecological farming can also sequester carbon through improved soil health, making it a powerful tool in the fight against further climate change. Methods such as no-till or low-till farming, planting cover crops to prevent soil erosion, and rotational grazing of livestock have all been demonstrated to capture atmospheric carbon and store it in soils, similar to the way that trees store carbon during their life cycles. Adam MacLean is a sheep farmer from central P.E.I. “My role as a farmer is to harness as efficiently as possible the sun and the rain and sequester a … ton of carbon,” says MacLean. Genuine resilience to climate change does not just mean the ability to weather vulnerabilities, it also means removing or mitigating the root stressors causing harm in the first place.

Agroecology shares some methods with Certified Organic farming in Canada, a system where farmers are certified by an outside body as using certain environmental practices on their farm, including forgoing non-organic pesticides. Agroecology takes additional steps toward promoting ecosystem health, however, and encourages community-based agricultural values like collective land ownership, respect for Indigenous knowledge systems, and achieving gender and racial equity within agriculture and beyond.

From an economic perspective, agricultural research also indicates that agroecology can be far more productive per hectare than conventional monoculture methods. Agroecological farming is also greatly resilient to economic and environmental disasters. Multiple studies and surveys conducted across South and Central America, where agroecology is more common than it is in Canada, found that agroecological farming is much more resilient to hurricanes and other “natural” disasters that are becoming more frequent and severe in the ongoing climate crisis.

This resilience is noteworthy for agriculture on P.E.I., as weather variations that impact crops are becoming much more regular. In early September of 2019, Hurricane Dorian made landfall in the Canadian Maritimes, causing widespread devastation and crop loss. With sustained winds of over 155 km/h and heavy rainfall, many Maritime farmers reported major crop damage.

From a climate justice perspective, P.E.I.’s total greenhouse gas emissions are negligible compared to the rest of Canada, but P.E.I. will be disproportionately impacted as a geographically and economically vulnerable province, according to Environment and Climate Change Canada. Resilience is an increasingly relevant concept to conversations on climate change. While neoliberal governments and corporations attempt to individualize the concept of resilience and make it a matter of personal responsibility to prepare oneself for the climate crisis, climate change is a systemic problem that requires increased system resilience. While individual agroecologists are making meaningful efforts to improve their on-farm environmental outcomes, they often lack governmental support and are also frustrated by governmental inaction on climate change in Canada and beyond.

Despite the clear benefits of agroecology, various levels of government have failed to provide enough support for the growth of agroecology as a movement on P.E.I. due to the disproportionate power of the agribusiness sector and the Canadian export model of agriculture. There are many powerful agribusinesses on the island, and a few are vertically integrated, meaning that they control all stages of the production process including seed development, agro-chemical application, packaging, shipping, and processing.

Many agroecological farmers and environmental groups believe that the provincial and federal governments favour local agribusinesses and their contracted growers over agroecologists. During the initial stages of the COVID-19 pandemic, little relief was offered to smaller-scale and agroecological farmers who also could not access many federal or provincial supports designed to support industrial-scale farms and agribusinesses. Many local agroecologists found this hard to swallow, as they believe that subsidizing larger-scale producers allows those producers to maintain artificially low commodity prices that make agroecological goods seem highly priced in comparison to consumers.

Agriculture in Canada, including in P.E.I., is largely export-oriented, meaning that the majority of food produced in Canada is produced for export to other countries while we also import a great deal of food. Canada is the fifth largest agricultural exporter in the world and is the dominant exporter of common crops such as durum wheat, soy, canola, and oats. This export orientation means that government subsidization tends to prioritize monocropping these cash crops over more environmentally sound methods.

Jordan MacPhee is an agroecological vegetable farmer from central P.E.I. who farms with carbon sequestration in mind. According to MacPhee, agroecological farming produces many positive externalities for the environment and the broader community: “You’re … rehabilitating [the land] and you’re bringing carbon in from [the] atmosphere, you’re … not leaching [contaminated water] out into the waterways, you’re not poisoning … the lungs and the intestines of your neighbours by putting nitrates into the groundwater and air … there’s so many side benefits that are invisible in the short term.” However, these benefits often do not result in financial gains for those agroecologists, especially in the early years of farming. “When you get home from the market, and you’ve worked 80 hours that week, and you only make 200 bucks, and you do the math and you made $2.50 an hour. That’s when it’s like, what am I doing?” he says. MacPhee mentioned that with experience and shared knowledge, agroecological farming can provide a livable income even in the current economic system. However, many individuals who are willing to provide their communities with environmental and social benefits through agroecology do not survive the initial startup phase of farming due to a lack of financial support and the exceedingly low number of agriculture schools in Canada that teach agroecological methods.

There are certainly local and federal government programs aimed to support the growth of smaller-scale agroecological farming, including small grant programs, a provincially funded mental health program for island farmers, and bureaucratic positions to oversee the growth of agroecology on P.E.I. However, many farmers view them as inconsequential and piecemeal strategies relative to the resources and financial support received by industrial-scale farms. Many local agroecologists believe that helping to provide farmers with a livable income whether through a universal basic income, direct farmer subsidization, or better grant programs is a way to support community resilience in the fight against climate change. Financial security allows farmers to weather the impacts of climate change, invest in mitigation strategies, and choose farming methods that sequester carbon over conventional farming methods that often provide a steadier income.

While the provincial government of P.E.I. has adopted some of the most ambitious emissions reductions and climate change mitigation targets in the country, with commitments to reach net zero energy consumption by 2030 and net zero greenhouse gas emissions by 2040, 25 percent of provincial carbon emissions come directly from the agricultural industry. Instead of adopting agroecology as a climate change mitigation strategy or compensating agroecologists for their positive environmental externalities, the provincial government continues to subsidize a style of agriculture that degrades soil quality, releases significant greenhouse gas emissions, and often harms local biodiversity.

Agroecology is certainly not a silver bullet to climate change, but its burgeoning success can provide hope amidst a time of converging climate, economic, and health crises born of the capitalist world order. While we should hold our governments to account and expect them to support drastic climate change mitigation policies, including the pursuit of agroecology, the past several years have shown that we cannot wait for colonial, capitalist governments to set the pace of change required to combat these converging crises. Agroecology in Canada as a movement still has not reckoned with its role in the climate justice movement, how agroecologists can support Land Back and Indigenous sovereignty while farming in a colonial country, and how to adopt food justice frameworks that prioritize the food needs of marginalized communities. To spread the seeds of agroecology further, agroecologists and their allies can work in concert with the climate justice and Indigenous sovereignty movements to promote and adopt food systems that are rooted in community, equity, and food justice instead of the environmental and labour exploitation borne under the industrial international food system.

How agribusiness erased our food culture—and why it’s time to start fighting back

Once taken for granted in most societies, including North American ones, the lively and dynamic connections between the sheer physicality of food and the imaginative realm of culture were thrown under the food truck in 1954. That’s when Harvard University and the U.S. Department of Agriculture teamed up to launch a seminar on a new word coined for the occasion of a new food system: agribusiness.

This new term dramatically reframed many things food-related, not least the way culture and food were erased from the picture. Gone was the idea of agriculture—a term that recalls ancient Rome’s cultivation of fields (fields are the Latin-based agri in agriculture). Agribusiness said it like it was, and identified food products as commodities that came to consumers through a supply chain made up of large corporations that handled every detail from farm inputs, processing, distribution, and retailing to the prep work prior to heat and eat.

Ever since agribusiness devoured the space for agriculture, the relationship with a living and public food culture has been kept to the sidelines of the food system. As in days of old, people still celebrate major holidays and life events with food—all the better to sell you commodities, my dear—but food no longer has a place at the table of how place, tradition, identity, connection, generosity, conviviality, commensality, competence or personal power, responsibility and spirituality are measured, understood, entrenched and supported.

Of course, though agribusiness is a workhorse of a word, it’s not the word itself that singlehandedly pushed aside notions of music and culture as the food of life (as Shakespeare once intimated). We can also, and largely, pinpoint the way in which the entire logistics of the food industry was restructured—sidelining culture along with other unproductive (i.e. not commodity-producing) elements of social well-being and cohesion.

Absent culture, the North American food system is one where few can grow or cook food from scratch; where half the population do not know when to start or stop eating and are either therefore seriously overweight or underweight; in which few believe that food should be thy medicine and medicine thy food; where a quarter of all meals are eaten alone in a car, at a desk, or in front of a TV; where labels are necessary in order to know where the food came from and what it contains; where foods can be advertised as low-fat, low-sugar, or low salt, all referring to the conditions under which the food was processed in a factory, not raised on the land or sea; or where donuts produced by a foreign-owned chain are something people line up for and treat as a signature of their national identity. If warning labels are worth the paper they’re written on, they should really specify “culture-free,” and the food safety term for “identity preserved” (a reference to the ability to track food travel along the supply chain) should be replaced with “identity gutted.”

The disappearance of culture from a food system is a sad thing to behold or bemoan. But the rescuing, reclaiming and updating of food-culture connections, a central if seldom-stated project of Canadian food movement activists, is as joyous and enlivening as political culture can get.

I’m ashamed to admit that I’m such a political economy geek that Susan Crean’s great 1976 book, Who’s Afraid of Canadian Culture, is about as close to participating in culture as I’ve ever come. But I know what I like, and I think Crean was bang-on to highlight the word “afraid” in her title. The ultimate expression of dependency and colonization, after all, is fear of going deep within to find the strength to recover personal power and to stand on one’s own—perhaps to fall—and have no outsider to blame.

Since Crean’s book came out, many Canadian cultural producers have come out of the shadows to win national and international acclaim for music, film, novels, photography, radio and television documentary, current affairs programming, alternative newspapers and journalism, and much more. But cultivation has barely started on the wellsprings of popular and high culture: a confident, engaged, empowered population imbued with a workplace culture of artisanal pride and competence, an informal culture of activity and participation, and a personal culture of grace, connection to place and responsibility for stewardship.

Food could play a starring cultural role precisely where it needs to be played—in the humble activities of daily life that prepare people to receive and produce cultural works of expansive imagination and creativity. I’ve been actively involved in the food movement for over 20 years, and I’m proud to say the food movement is at the forefront of reclaiming food as a site of a vibrant public culture and social customs in general. Yet, at the same time, because the public discourse and conversation around food so often obsesses around matters of nutrition and of disorderly misconduct (overweight, anorexia, gluten intolerance, all the ad nauseums), few observers have waxed on about a food policy agenda which is fundamentally cultural.

We can, I think, do better. Start with the word actionism, which comes from Michael Sacco, founder of ChocoSol Traders. Sacco and his merry band of social enterprisers import direct-traded cacao from Indigenous villages in forested areas of Oaxaca, Mexico, a center of vibrant Indigenous food culture and Zapatista-style politics. The imported cacao is processed in Toronto, using bicycle-power and adding ingredients grown on the organization’s roof and nearby farms, and then sold at farmers markets. A label declares it is not a product, cacao, but a relationship with Indigenous peoples of the Americas.

This is the style of hundreds of food-based social enterprises and civil society organizations: Eat the change you want to be; practice what you preach, while preaching and advocating for change. Sacco calls this full-spectrum approach to change-making actionism to distinguish it from activism—normally understood to mean demonstrating against the wrongdoings of the powers-that-be.

Sacco also came up with the term “inter-culturalism” to distinguish the world foods orientation of many in the food movement from mainstream multiculturalism—ordinarily taken to mean respect for distinctive customs of the huge variety of ethno-cultural groups that make up Canada. What Sacco and many food actionists promote is based more on actively sharing, learning and adapting from many cultures.

Such intercultural practice is the norm at FoodShare, North America’s most influential city-wide food security organization, which has based many of its programs on adaptations from South America— especially its signature Good Food Box program, based on farmers’ market baskets organized for people on low income in Belo Horizonte, Brazil.

First cousin to actionism is empowerment, which is the food movement’s strong suit. Critics may scoff at those who think the way to a better world happens one consumer purchase at a time, but the fact remains food offers everyone a range of 200–300 choices every day to eat healthier, more locally, more sustainably. Coffee double-double or black. Tea fair trade or not. And so on, all the livelong day.

And, please, don’t duck the issue of choice by saying some healthier choices cost more. Most cost less— less booze and less tobacco (both agricultural products, lest we forget), followed by fewer cheap meats, candies, and adulterated starches. With the savings, we can buy more whole grains and fresh produce. Let’s also try fewer foods from the store (mostly imported from afar, anyway) and more sprouts grown on windowsills, herbs grown on balconies, tomatoes on the roof, and squash and greens in the backyard.

The food movement popped its head up during the 1990s and started to grow like a weed after 2000. It is, dare I say, quintessentially post-modern and a product of the millennial generation. It has no formal program or organization. It is, as Vandana Shiva says, a movement of ands, not buts. But its starting point, I believe, is an understanding that food is many-sided. I liken it to a Rubik’s Cube that can’t be understood or solved on one side, but must link actions on six sides. One side relates to food safety and nutrition that produce health. Another to production, distribution and consumption patterns that produce environmental sustainability. A third to job-related income or sustenance. A fourth to community cohesion and identity. Yet another to equity and inclusion (sometimes called justice). And the final side to the grace and connection that flow from all the people and forces that have had their hand in bringing food to the table.

Each of those six sides requires a culture: either in the anthropological or sociological sense, relating to community; or in a spiritual and ethical sense that permeates a society; or in a deep personal sense that flowers from gratitude and connection. And, yes, it needs to be said: Culture is what’s good for what ails today’s food and all the people who want to liberate themselves from today’s food system strictures.

Friday FTW: American farmer sues Monsanto for gross negligence https://this.org/2013/06/07/friday-ftw-an-american-farmer-is-suing-monsanto-for-gross-negligence/ Fri, 07 Jun 2013 16:56:21 +0000 http://this.org/?p=12280 GMO-giant Monsanto made headlines this week when genetically modified wheat was found in an Oregon crop. Genetically modified (GM) wheat is not approved for production or consumption, even in the U.S., though the company tested the strain in 10 states in the ’90s. Scientists speculate the plants found in Oregon may be the result of those tests, suggesting the American wheat industry could have been tainted by GMOs for almost a decade.

In the wake of the discovery, Japan, South Korea, and much of Europe—all major buyers of the American export—have ceased import and distribution pending testing. Much of Europe is strictly GMO-free, and over 60 countries require foods with GM ingredients to be labeled.

A Kansan wheat farmer from Morton County, Ernest Barnes, filed a lawsuit June 3 accusing Monsanto of “gross negligence,” and other American farmers have joined him.

Monsanto has provided tests to the EU, Japan, and South Korea to determine if the American wheat they have is genetically modified. So far, all the tests have been negative, but American farmers have already lost money.

This is not the first time rogue GMOs have caused a ruckus. In 2006 genetically modified rice entered the American rice crop with dire economic consequences: nearly $1.29 billion (USD) in lost exports. Eleven thousand farmers sued Bayer, the company responsible for the development of the genetically modified rice grain, and received a settlement of $750 million.

Sounding more like a WTF than a FTW? Wheat is a much larger U.S. export than rice. Japan, South Korea, and Taiwan all import huge quantities of white wheat, used to make noodles. Even this potentially brief halt in trade could have dire consequences for the wheat industry in the U.S., an even more significant loss of revenue and dire consequences for Monsanto’s corporate image.

The company recently gave up on a campaign lobbying the EU’s GM-free zones to change their laws banning modified crops, saying in a statement that Monsanto respects a region’s right to remain GMO-free. This gross negligence charge emphasizes just how little respect Monsanto has for both farmers and agriculture, and how little control they have over their seeds.

This time, though, there may be real consequences for Monsanto.

After three years of publishing its own annual “Failure Report” the organization launched AdmittingFailure.com, a website where it and other aid organizations can post flawed ventures. Already featured: EWB’s project to strengthen local farmers’ organizations in Burkina Faso that neglected to respect the organizations’ decision-making structures, and its water-infrastructure monitoring system in Malawi that the government couldn’t afford to maintain when funding ended.

Publicizing failures may seem risky, but EWB believes it’s a necessary part of building better aid. “Of course there were concerns about widely publishing our failures,” says EWB’s Ashley Good, who heads AdmittingFailure.com, but EWB decided the benefits of disclosure outweighed the risks.

Calling it failure gets attention, explains Good, but it’s not what’s important. “We’re really talking about learning,” she says. Most endeavours involve success and failure; the point is to adjust when something’s not working. When organizations share their failures openly, everyone learns. Unfortunately, organizations aren’t used to showcasing what’s gone wrong.

While the development community has been talking enthusiastically about this fledgling “failure movement,” only a handful of organizations have submitted their own failures to AdmittingFailure. com. Aid workers and recipients are all too familiar with problematic projects, but organizations (possibly concerned about negative reactions from funders and the public) aren’t exactly rushing to fess up. At least not yet.

Good believes that as more organizations talk about their mistakes, they’ll make acknowledging failure more acceptable. After all, EWB didn’t lose donor support after publishing its Failure Report. “There’s a growing skepticism already, whether we’re talking about failure or not, that the aid sector is not working as effectively as it could,” she says, “Talking about [failures] only shows your donors that you’re honest and transparent.” The public, she adds, is also ready to accept that development is a complex undertaking with no easy solutions.

“I take failure quite seriously—failure has big implications on people’s livelihoods,” says Good. Still, she insists, “it’s time to change the conversation.” Solving the world’s problems, after all, is likely to require creative approaches that include trying new things, adapting to local circumstances, and adjusting based on what’s working and what’s not. “Having that conversation across organizations all of a sudden puts failure in a different light. There’s no blame; it’s about recognizing how complex the problem is and that we have to continuously be trying to improve and that means recognizing where we’re failing and improving on that.”

Carl Cosack wonders who is standing on guard for his piece of Ontario. The 52-year-old rancher manages a herd of black angus cows and 30 horses, making him one of Ontario’s last traditional trail hands and proud owner of one of the province’s few remaining amateur ranches (don’t call it a “dude ranch”). Thanks to a bid to build one of the world’s largest limestone quarries in his backyard, Cosack can also add “activist” and “lobbyist” to the mix.

Cosack is vice-chair of the North Dufferin Agricultural and Community Task Force, whose main goal—along with trying to effect larger policy change—is to oppose the Highland Companies’ application for a 2,316 acre quarry in Melancthon Township, about 60 km north of Brampton. Many in the area never saw it coming. Highland, a group of investors backed by the US$23-billion Boston-based hedge fund Baupost, bought the first farms in Melancthon Township in 2006, under the name Headwater Farms. Starting out as potato farmers, the company soon accumulated 8,500 acres—then came the quarry application. “People in the area just started asking questions,” Cosack says. Mostly: Who’s going to stop it?

Highland’s land includes parcels of farmland classified as Honeywood Silt Loam—some of the finest agricultural soil in Canada. That’s a key point for Leo Blydorp, director and policy advisor of the Dufferin Federation of Agriculture. The idea that Canada is a vast and underdeveloped land mass is wrong, he adds. In fact, 89 percent of Canada’s land mass is unsuitable for agricultural use, he says, and only 0.5 percent of Canada’s agricultural land is in the top class. More than half of that is in Ontario. “We continue to lose prime agriculture land at an alarming rate in Canada,” says Blydorp, “and in Ontario specifically.”

Then there’s the water. The proposed quarry is at the headwater of several major rivers that run in different directions into the remainder of the urbanized south. “They’re talking about managing 600 million litres of water a day,” says Cosack—the daily usage equivalent to 2.7 million Ontarians. Likely, it’s these concerns, and others, that prompted the Ontario government to call for a full environmental assessment of the project in September (although some feel it had more to do with election timing).

Kate Jordan, spokesperson for the Ministry of Environment, says the EA process will give concerned residents like Cosack a more formal opportunity to get educated, and involved. “There will be much more complex studies and more information,” she adds. The process also encourages every concerned Ontarian to speak up. Which would be nice, says Cosack. After all, he’s got a ranch to run.

Robert Beynon’s dairy farm sits just north of the Toronto suburb of Richmond Hill, on one of the southernmost edges of Ontario’s greenbelt. It’s a small operation (40 cows, 350 acres) set back off of busy Bathurst Street. Behind his 150-year-old brick farmhouse and squat green dairy barn stretches a patchwork of bare fields, still muddy in mid-April. It’s the kind of pastoral scene city dwellers naturally think farms look like.

What those urbanites likely wouldn’t picture is what surrounds Beynon’s piece of rural paradise. Across the road, on the east side of Bathurst, sprawls MacLeod’s Landing, a 1,400-unit subdivision of looping streets and oversized homes. Houses bleed north onto former agricultural land—much of which Beynon’s family used to farm. He’d like to expand his property, but it’s boxed in on one side by the development, and on another by land slated to become a cemetery. Besides, he says, “The land’s too expensive, and you wouldn’t want to set up a bigger dairy operation next to a subdivision. Everyone loves the idea of living in the country, but they don’t really want to live beside somebody milking a couple hundred head of cows.” Later he wonders aloud, “And who wants to farm in the city when it comes down to it?”

Beynon is 33 years old; he’s no grizzled old-timer ready to retire. When he was still in school at the University of Guelph, taking a farm operations program, he and his father made plans to move outside of the GTA, away from the already encroaching houses, to buy more land and milk more cows. But in 2001, the Oak Ridges Moraine Act became law. (The moraine area’s 470,000 acres run from Brampton to past Cobourg.) The result was strict land-use regulations dictating how farmers could alter or expand their operations. There was also a moratorium on intensive development, but that didn’t stop construction on MacLeod’s Landing; the development was grandfathered because it had been approved before the moraine policy was created. There was no such provision for Beynon, whose family has owned its land for 150 years.

Then in 2005, the provincial government created the 1.8-million-acre greenbelt, which wraps itself around the Golden Horseshoe—running north of Toronto, Hamilton and their suburbs. (The greenbelt also includes the Niagara Escarpment, which bends down from the Georgian Bay to Niagara Falls, and encompasses the environmentally fragile Oak Ridges Moraine, the expanding Rouge Park, and the Holland Marsh.) Beynon claims his property value dropped about 70 percent. Now he and his wife Trina are stuck. “We don’t plan. We can’t justify putting an addition on our farm. And there isn’t more land to rent,” says Beynon, exasperated. “I’m not happy.”

Not that you would know that from his demeanour. Giving me a tour of his farm one April evening last year, he talks constantly, filling up silence and filling in detail. He opens the creaky wooden door to his dairy barn and calls to his big black lab, Jake, to follow him. Inside, his Guernseys chew their cud under the old barn’s low ceilings—the building, constructed around the same time as the farmhouse, has hardly changed in 40 years. “This barn’s dated,” says Beynon, more serious now. “Through the ’90s we were not improving our farm because what’s the point when you’re supposed to move? So we got behind on that and now we’re trying to play catch-up,” he says, explaining that he’s trying to modernize his barn—to make milking and cleaning more efficient— without spending too much money on facilities he still hopes to leave. “But it’s hard to make a business plan when you’re in our situation.” So for now he waits, hoping he finds an opportunity to sell his farm and move his operation out of the GTA.

Other farmers, fed up with the costs, the traffic, and the bureaucracy are doing exactly that, setting out for more open, less regulated, less occupied spaces to the south, east, and north. Some believe a mass exodus is inevitable, and that as agricultural land empties, it will be bought up by wealthy urbanites and made into 100-acre hobby farms. “Little by little, down in the greenbelt, some of those [farms] are going to become big estates. What happens then, to good, quality land?” asks retired veterinarian and dairy farmer Terry O’Connor. The promise of a sustainable, local food source for millions of Ontarians may be thwarted by the very policies designed to foster it.

How did this happen? Despite good intentions, the government made a false assumption about agriculture: just because you save the land doesn’t mean you save the farms. Without a well thought-out provincial agricultural policy implemented along with the greenbelt, those good intentions will remain wishful thinking, or even worse, the death knell for small-scale agriculture in the GTA. If things keep going this way, farmers warn, the future of the greenbelt will be one of large-scale industrial farms and barely productive hobby farms—the worst of both worlds.

“Ontarians will never have to fear that our access to food runs out. Unless we experience a nuclear holocaust, we will always have access to farm-fresh foods.” That’s Burkhard Mausberg, president of the Friends of the Greenbelt Foundation, paraphrased last summer by urban affairs magazine Spacing. “We have our own food basket in our backyard,” he said.

That’s the dream. In 2006, one year after the greenbelt was created, The Globe and Mail reported [PDF] that Municipal Affairs Minster John Gerretsen was happy with the result: the scheme was “strutting its stuff in that it’s curbing urban sprawl, protecting water supplies and ensuring land for food protection.” Four years later, the Toronto Star’s Christopher Hume chimed in: “There was much shouting and screaming at the time—most notably from certain developers whose fury knew no bounds—but half a decade later, the wisdom of the move has been widely acknowledged.”

The Friends of the Greenbelt Foundation, a nonprofit whose purpose is to promote the protected area, boasts on its website that “possibility grows in the Greenbelt,” and claims the area is the most diverse of its kind in the world, both ecologically and agriculturally. It’s certainly one of the largest. At 1.8 million acres, it beats out London U.K.’s 1.2-million-acre swath, B.C.’s 716,000 acres, and the Netherlands’ 395,368.

There’s also no doubt Ontario’s greenbelt has saved land from developers. Conservationists and the public cheered the promise of land staying pristine, frozen in time. In fact, supporters cheered so loudly, they barely heard the grumbling from farmers out in their fields. Farmers weren’t consulted until after the McGuinty government announced the policy, and even then, they claim, no one listened. Agriculture, farmers groused, came second to environmentalism.

While she makes clear that she’s a staunch greenbelt supporter, food journalist Margaret Webb says, “When the local food movement gained momentum a few years ago, my perspective was that no one was really talking about the farmers… I think there was a misunderstanding of how farmers need to make a living.”

“We’re lashing out at the greenbelt because it’s the last insult,” says Niagara-area grape grower Howard Staff. “They should have talked about viability and programs that should have kept farmers in business.”

On the phone from his mid-town Toronto office, Mausberg—a former University of Toronto environmental studies professor and Ivey Foundation environmental director—says need for land protection was dire. “There was enormous growth eating up the land. Every year [in the GTA] we lost the equivalent of 1,200 soccer fields”—about 2,400 acres.

According to University of Toronto researchers Felix Fung and Tenley Conway, Toronto is “one of the fastest growing regions in North America, with the annual population increase exceeding 1.5 percent between 1996 and 2001. It is estimated that an additional 3.7 million people will make the region their home by 2031.” It’s no coincidence the greenbelt was created around the same time as the Places to Grow Act, a province-wide planning program to better manage municipal growth.

The Greenbelt Act itself states that the policy was created “to sustain the countryside, rural and small towns and contribute to the economic viabilities of farming communities;” “to preserve agricultural land as a continuing commercial source of food and employment;” and “to recognize the critical importance of the agricultural sector to the regional economy.”

But nowhere in the act’s 5,000 words does it lay out policies that support agriculture in any concrete way. Farming near an urban area, with its traffic, lack of agricultural infrastructure, and high land prices is difficult and frustrating. Those problems weren’t caused by the greenbelt, but they should be ameliorated by it.

In August 2009, University of Guelph rural-planning professor Harry Cummings and two grad students released a detailed analysis of agriculture in the region. Using census data, they looked at agricultural change from 2001 to 2006 in the greenbelt, and compared it to the rest of Ontario. What they found was that, in those years, the greenbelt area lost 490 farms and 86,000 acres of farmland, and every livestock operation in the region was either experiencing more rapid decline or slower growth than those in the rest of the province. The number of pigs had decreased by 31 percent in the greenbelt versus 14 percent elsewhere in Ontario, and the number of greenbelt beef cattle dropped by 24 percent versus 13 percent. The number of dairy cattle in the greenbelt fell by 13 percent versus 9 percent. (London, England’s greenbelt, created in 1939, faced a similar problem in the mid-1980s. High land prices forced farmers to rent land rather than own, and according to three University College London researchers, the percentage of family-run farms dropped from 45 percent in 1970 to 29 percent in 1985.)

Mausberg isn’t convinced by Cummings’ research. He says the numbers present a cause and effect relationship between the greenbelt and the flight of farmers that doesn’t actually exist. He calls Cummings’ research shoddy (something he’s even told the researcher himself), explaining that Cummings’ team studied census data from 2006, even though the greenbelt was only implemented the year before. “When you look at animal agriculture, it’s the first to leave when urbanization comes close because the infrastructure for that kind of farming is too far,” he says. “Urbanization is the single largest reason why farmers move, not land-use regulations. If you want to keep livestock agriculture, then you need to grow the greenbelt.”

Cummings, however, believes his conclusions will be borne out when he redoes the study after the 2011 census. “The one thing I want to make clear is I never claim the 2006 data shows the impact of the greenbelt; I’m just showing what happened between 2001 and 2006,” he says. “I hope that in 2011 we’ll see some new agriculture being created in the greenbelt, but that’s not what I hear. In fact, what I hear is the province hasn’t chosen to have any special near-urban agricultural policy.”

While Toronto Regional Conservation Authority planner David Burnett says farmers are exempt from some regulations if there is no alterative (they could, for example, build that shed within 30 metres of the buffer zone for a waterway if there was nowhere else to build it), Cummings says it’s still a burden farmers aren’t able to carry. “Many of the people who are stronger environmentalists than they are agriculturalists haven’t thought of the implications of how we grow our food in a responsible manner and have a green countryside,” he says. “It’s a lack of comprehension about the total picture.”

On a stretch of secluded rural road about a 10-minute drive east of Kitchener lives dairy farmer Ken McNabb, his wife, Marie, and their three boys. I visit one morning in late spring, and McNabb takes me for a tour around his property, showing me the grove of giant, sheltering trees, a backyard swimming hole, and tidy, black-metal-clad barns. This is the alternative Toronto-area farmers are seeking. Marie is baking a batch of muffins when I arrive, and as we all sit at the kitchen table, McNabb, a lean 52-year-old with a kindly, matter-of-fact demeanour, tells me what it was like to move 40 cows, his farm machinery, and all of his family’s household belongings from Georgetown, about 15 kilometres west of Brampton, to New Hamburg: easy. Okay, maybe not easy. The process of packing up and hauling away their entire livelihood was stressful, but McNabb regrets nothing. They don’t have to deal with bumper-to-bumper traffic backed-up in front of their house (“You try to teach a 16-year old to get across four lanes of traffic with a tractor and a wagon”); they don’t have to worry about encroaching suburbs. And they can see the stars at night.

Though McNabb’s former property wasn’t inside the greenbelt, he faced many of the same problems farmers there do. He was too far from a lot of farm services like tractor mechanics, stable cleaners, and machinery repair services. And they owned only 88 of the nearly 300 acres they farmed, so he couldn’t expand. But unlike Beynon, McNabb was handed an easy way out. Farmers on either side of the greenbelt say that when the legislation was enacted, it was almost like someone drew an arbitrary line in the soil. It was hard to say why some were encompassed in the protected swath and why some were left out.

The McNabb farm ended up on the south side of the line, in the so-called white belt—land on the Toronto side of the greenbelt left ripe for development—and between April 2004, when he and Marie started thinking about moving, and February 2005, when they sold, the value of his farm nearly tripled, from $1,800 per acre to $5,200 per acre.

McNabb sold his land to a speculator. It’s still being farmed, but will inevitably be developed. While he seems sanguine about his own situation, he’s fatalistic about farming around the Golden Horseshoe. “Eventually everybody has to go. Everybody leaves at a different time for a different reason, but eventually they all have to leave,” he says. “Some tolerate it longer than others. It depends on where they are, who their neighbours are, and what traffic is on the road. But it’s not as easy to pursue agriculture in the greenbelt as it is out where we are.”

About 100 farmers, planners and environmentalists gathered at the Four Points Sheraton in Thorold, Ontario, near St. Catharines, on a Wednesday in March 2010, to talk about the greenbelt. The summit was a makeshift review of the policy, hosted by the Region of Niagara. Local MPPs Tim Hudak and James Bradley were invited, but didn’t show.

The Greenbelt Act won’t be up for official review until 2015, 10 years after it was passed, but farmers here have decided they want to be prepared. “Just because the province can’t review it doesn’t mean we can’t,” says Len Troup, chair of the tender fruit marketing board and one of the summit’s five panelists.

Some, like TRCA planner David Burnett, believe a lot of farmers are mad the greenbelt took away their retirement funds. “They thought that their retirement would be based on selling their farmland to a developer…they feel certain rights were taken away.” But that isn’t the main reason for farmers’ anger. On the contrary, they’re upset by the “browning” of the greenbelt as land slips out of agricultural production. Ultimately, they want the same things as the food activists: viable local agriculture, more access to local markets, and support from their communities and government.

Mausberg was also at the summit in March, and while he believes more conversation is needed among farmers, citizens, and the government, he doesn’t share all of farmers’ sentiments: he thinks they’re focused on the wrong problems. “If we start the conversation with why the greenbelt was terrible and how the government forced it on you, we’re not going to have a dialogue,” he says. “You can sit there and whine about the fact that this happened five years ago, or you can talk about it.”

Even if opposing groups do find common ground on the issue, fixing the greenbelt is going to take more than a simple review. Suggestions of ways to revamp the act read like a long wish list. Foodies like Webb and Toronto-based food writer Sarah Elton, author of the book Locavore, want a food policy; farmers want an agricultural policy—it’s something they’ve been asking for since the beginning. “It’s about time the government came out with a statement to the effect that agriculture is a needed industry in Ontario,” says GTA Agricultural Action Committee chair Peter Lambrick.

“Farmers have to get the sense that they’re actually wanted here and that they can make a living,” says Lambrick. “I think it will come, but whether it will be this generation that does it or the next is what we’re asking now.”

When it comes to eating locally, it’s tough to beat food that’s growing literally in your own backyard. Since 2008, Not Far From the Tree, a volunteer group in Toronto, has been helping people do just that. Founded by New Brunswicker-turned-Torontonian Laura Reinsborough, the group picked more than 19,000 pounds of fruit from some 200 trees last summer. The bounty was split between the volunteers, the trees’ owners, and local food banks and shelters.

Reinsborough began picking fruit almost by accident in 2007, when she was asked by her local farmers’ market to help harvest the apple trees growing at Spadina Museum, a historic house in downtown Toronto. “I had never been to Spadina Museum, I hadn’t even picked apples before. It was something I had to Google the night before,” she says.

While selling the apples she helped pick, Reinsborough realized that many Torontonians were eager to find help picking fruit growing on their own properties. Fast-forward a year and Not Far From The Tree was born. In the last three years the group has picked everything from apples and pears to gingko nuts and grapes.

This last winter, the group also kicked off Syrup in the City, a program that demonstrates the quintessentially rural tradition of making maple syrup using trees in the city. “People are so excited that this is happening in Toronto,” she says. “It brings attention to an urban ecology, a richness to the city that I don’t think we think about.”

The first time I visited The New Farm, Brent Preston and Gillian Flies’ bucolic 100-acre spread near Creemore, Ontario, the barn was kitted up with twinkle lights. Bundles of hay provided seating for a play and, later, for listening to the foot-stomping tunes of the Sunparlour Players. Professional chefs cooked up a delicious dinner with veggies fresh from the fields, and we hung around a campfire as the stars popped out of the big sky. It was every urbanite’s fantasy of rural life.

Of course, after five years working the land, former city dwellers Preston, Flies, and their two young children don’t have many illusions left about the tough daily reality of organic farming.

“It’s gotten easier as we’ve gotten smarter, but it’s taken longer, been harder work, and cost a lot more than we ever expected,” says Preston with a laugh.

Still, the couple, who met in Malawi and spent nearly a decade working to strengthen democracy movements in Africa, South America, and Indonesia, aren’t going anywhere. In fact, despite the challenges, The New Farm has become a leader in Ontario’s food movement. The family sells over 75 varieties of its heirloom organic veggies at farmers’ markets and to top restaurants—all while advocating for small producers, their rural community (where Preston was recently elected councillor), and engaging young people through farmer training internships.

But the most innovative partnership they’ve forged is with the least likely place: a Toronto food bank and community food centre called The Stop. Still, the fit seemed natural. “We love our customers, but we didn’t get into this to only offer our food to the wealthy,” explains Preston. “And The Stop does more than just hand out food. Like us, they look at the whole food system.”

In fact, The Stop has become The New Farm’s single biggest customer. Farm fundraisers like the one I attended (proceeds go to The Stop, which buys New Farm produce for its many food programs) are the biggest money generator for the partnership. But an entrepreneurial venture called Grow for The Stop—New Farm veggies are sold at independent grocers with 10 percent of proceeds going back to The Stop, which spends the money on more fresh produce—is gaining ground.

It’s a win-win situation. The Stop gets healthy organic veggies for its low-income neighbourhood—where diet-related health problems are rampant—and the New Farm has a ready market for its produce, and its values.

“The potential for collaborations like this is huge,” says Preston. “In fact, we think this holistic approach is the only way to change the food system.”

It’s hard to find fresh fish to buy in Canada. Even in Halifax, in view of the ocean, it takes at least six days for local fillets to make it from the fishing boats to the supermarket. Now, a group of five fishers are changing the way fish are caught and sold. They’ve founded Off the Hook, an organization they call a community supported fishery, inspired by the local food movement’s community supported agriculture (CSA) plans. As with a CSA, members pay the fishers at the beginning of the season in return for a weekly share of the catch.

This close connection between consumer and fisher is new to Nova Scotia. Ever since colonial times, the Maritime fishing industry has fed the long-distance market. The fisherman relied on the fishing lord, the middle-man, to buy the entire catch. By creating the cooperative and selling directly to the consumer in nearby cities, fishers are reinventing the supply chain. They can also make more money. Whereas the price at the dock for haddock is between 80 cents and a dollar per pound, members of the group buy the fish for $3 a pound, which means they’re helping to keep the fishers on the water.

And because they have a guaranteed market, fishers are able to fish with a bottom hook and line, a method that doesn’t damage ocean habitat—unlike the commercial fishery’s trawlers that drag a large net along the ocean floor, sweeping everything up with it—a technique that contributed substantially to the collapse of the cod fishery.

The fish is good too. As people picked up their fish on one of the final days of the season last fall, they planned dinners of fish tacos and baked fish with herbs. Selling fish that’s just hours out of the water, rather than days, Off the Hook is giving “fast food” a whole new meaning for its members.

The Claim

Last June, the governmental Canadian General Standards Board released proposed standards for organic salmon farming. The goal: to overcome trade barriers and help develop niche markets. But will that organic sticker really mean organic-quality farmed fish, or is it just covering up some nasty production practices?

The Investigation

Though the standards board is a federal organization, the new rules were largely produced by a business coalition called the Canadian Organic Aquatic Producers Association and have raised concerns among environmentalists. In a letter to the board published last August, a group of more than 40 leading organic, conservation, and food-safety organizations in Canada and the U.S. argued the draft standards would make certification possible with “minimal changes to current, conventional [farming] practices.”

They have a point. When people think of organic, they usually think that means no pesticides and no antibiotics. Under the proposed standards, salmon farms are allowed to use pesticides routinely, instead of as a last resort (as is stipulated in Canada’s current standards for organic farming on land). Fish can also receive antibiotics and still be called organic.

Just as questionable: the proposed regulations would allow up to 30 percent of feed to be non-organic until proper feed is commercially available. Current regulations for livestock only allow non-organic feed for 10 days following a “catastrophic event.” Farms can also continue to use unlimited amounts of wild fish as feed. Canadian farms produced over 100,000 tonnes of salmon in 2009. According to the non-profit SeaWeb, three pounds or more of wild fish are required to produce one pound of salmon. Do the math and the potential drain on wild stocks seems far from sustainable.

Net-cage farming, which allows waste to litter the ocean (but is much cheaper than sustainable alternatives), is also given a pass. “Consumers expect that organic products are produced in a way that does not require antibiotics, pesticides, or other chemicals, and does not harm the environment,” says Shauna MacKinnon, spokesperson for the Coastal Alliance for Aquaculture Reform, created in 2001 to advocate for a sustainable coast. “Organic aquaculture needs to meet these same principles before it can call itself organic.”

The Investigation

The proposed standards are about rationalizing business as usual, not real change. With pesticides, antibiotics, and nets all given the thumbs-up under the proposed standards, the organic label starts to sound like a bad joke—one that could be disastrous for the organic industry as a whole.
